I just need to test or make sure My cooland temp gauge is working... ??

Because, I believe the Only job of the relay is to relay the command sent by the PCM to Turn the Fan On when it senses the engine is going over the set Temp/Running Hotter than needed. If the relays have problem, I believe the Fans won't either come on AT ALL or stay on ALL THE TIME.
But, in My case, Fan comes on when I shut off and remove key from ignition and cold engine start.
But, funny enough when I turn on ignition on, It doesn't come on unti I run engine and then again come on after I turn the ignition off.

Is your A/C on when this happens? Some engine ECU'* are programmed to run when it sees....
A. A/C high side pressure high, so it runs one of the fans to reduce A/C head pressure.
B. Engine coolant temp above X at shutdown, runs fan for 30-60 seconds to bring coolant temp down.
C. If engine temp circuit is faulty, it will use IAT and trans temp to 'guesstimate' what your coolant temp is, then it will default to fan ON when it sees ACTIVE code for engine temp circuit fault.
Now, there have been RARE cases where a normally open relay gets stuck in the closed position. But this wouldn't be the case here because the relay does open up and shut the fan off. So, now we need to find out why you have an active fault for the eng temp sensor circuit. Schematics of your system is needed and a troubleshooting procedure for your fault will also be needed.
