The tilt on the steering column will not lock. It is grinding and will move up and down(and side to side about 1 inch) but the main spring keeps pushing back up. That would be fine but when I make a turn, the steering wheel goes all over the place. Any suggestions?

Should not move side to side at all....you have some loose bolts in the steering column....
