Default hesitation, sluggish acceleration 2003 Seville

I've been having problems lately .sometimes when I go to accelerate there is a slight hesitation/stumble .I also have random high idle and the car has surged * few timed, also sometimes when I come to a stop my rpm will drop down to 400-500 rpm then go back to normal.also when i'm coming to a stop the rpm will jump up and down, like when i'm braking and the rpm get down to 900 it will jump up to around 1400-1500rpm and it will do that a couple of times till I completely stop.have have a few hard hot starts.most of this is random but the hesitation/stumble on acceleration happens more often.I feel like everything is related cause car was running good then bam I started getting this problems.I have no codes and list of what has been done .spark plugs, maf, tps fpr, fuel filter and fuel pump.

Service the throttle body with a proper cleaning, and remove clean or replace the IAC (intake Air control) valve. They often get carboned up and cause symtoms as you describe.
You may have to replace the IAC but often cleaning them stops the variable rpm and get things shifting better then as well.

Oh yeah I forgot to mention i cleaned tb and iac twice in the past 6 months or so.I just wish it would throw a code. but yeah I have to push the gas pedal down a lot harder now to get it to downshift and accelerate , its usually under light to moderate acceleration when I get the hesitation/stumble. Usually if I floor it the car takes off.

sounds like a vacuum leak, inspect around the hoses, you can run the engine and spray tb cleaner and listen for the engine to change pitch

Yeah in wondering if it'* a ripped plenum.I know a ripped plenum can cause high idle and surging but can a ripped plenum cause sluggish acceleration and hesitation, etc.?

any kind of vacuum leak will cause those things, its letting unmetered air in and running lean, the pcm tries to adjust with more fuel
