Problem trying to fill gas tank HELP !

Ok heres what I did, I bought a new purge valve and checked the old one with the car running, no noise no suction nothing. Installed the new one, clicks like a son of a gun and draws suction. I then disconnected the wire and plugged in the old one again NOTHING.

Replugged in the new one, clicking away and constant suction on the canister line.
