So I want to take all the drive train out of a early obd 1 park avenue ultra and put it in my 88 but I don't want to have to tune the pcm cause where i live ther are no tuners and I don't want to ship it to someone so what I was wondering is if I can just plug the park avenue pcm into my car and if that would work being obd 1 to obd 1

No, a 1992 and later PA PCM won't plug into a 1988 LeSabre. You'd have to swap the whole drivetrain.
