Isn't the clock spring from the air bag ? ...

I had a duh moment.....don't know why I didn't think of it before.....the horn circuit does not go though the clock spring......the wiring from the horn switch goes through the cancel cam, and the cam touches the contacts in the directional switch....

Only thing I can think of, as you turn the wheel, you hand brushes up against the horn pad to activate?

A faux pas on my part....apparently the horn switch is NOT part of the air module on a 98 Regal.......
