I found the root cause of the issue - It the break pedal position sensor, i think it'* out of calibration. The break light is on all the time and if I put the foot down and pull the break up and then engage the cruise then it works.

Glad you found that, but the brake pedal position sensor wouldn't go out of adjustment because of a brake fluid spill. Were the brake lights on all the time before the fluid spill?

I'm pretty sure that it was working before the spill. However, I did disconnect the batteries as it was dead - would disconnecting the batter to recharge it make the sensor lose it'* settings ?
Can you recommend a scanning tool(preferably cheaper option) to make the BPPS sensor relearn ?

No, that wouldn't change it.

I have a Foxwell that will do that. There are a bunch of reasonably-priced units that will do that.
