2001 buick lesabre security light on no start

2001 buick lesabre security light on no start
2001 buick lesabre 3.8
I have been having issues with the car lately where the fuel gauge will show empty when full, the info center will show all --- even millage. But car would drive with no issues. Then all gauges started to work again. Decided to change the valve cover gaskets and intake gaskets. check all power and cleaned up all grounds. At that time (3weeks) the battery drained to 3 volts. Tried to start not knowing battery was dead and alarm on car sounded. changed battery and no crank all dash cycles but the security light is on. Went through the passkey 3 relearn 4 times. with all doors closed, with driver door open, 10 min key on 5 sec key off, 10 min key on 5 sec key off, 10 min key on 5 sec key off the security light stayed on even when the 10 min was done. Tried with the other key I have. Key fob will unlock and lock car. Will a tech 2 program the keys in a faster manner
