Default 2000 regal cluster

have a 2000 regal all the gauges quit working but all the indicator light are all on and stay on . Found a used cluster in salvage yard and it does the same thing . checked all fuses with all fuses are working . not sure where to go from this point

Have your car scanned with a high end scanner. IE, Snap On, Tech 2, etc. Or just take it to the dealer to have a diagnostic done. The cheap scanners may not see any "U" codes which are body codes. Looking for something like Class 2 serial data errors.
