Yeah that'* how it happens like 95% of the time in my experience. Fuel pump gets marginal, then filling the tank up puts it over the edge somehow. I don't know why, I just know what I've seen.
So I didn’t have to drop the tank but I replaced the fuel pump, fuel filter and pressure regulator. After doing that the fuel pressure was only 10 psi. I put the old fuel pleasure regulator back in and it went back to 40. Am I still going to have issues?

How did you replace the pump without dropping the tank?
There was an opening in the trunk that had a cover over it. I pulled the 5 7mm bolts and the pump was right there. I figured the “new” fuel pressure regulator was defective. But I’m still in the same boat after putting the old one back in.

That thing must have been going through pumps and they cut that access hole.
I'd put a new tank in it.
I had a customer who bought and installed a pump in his truck and it had low pressure like that. Turns out the parts jobber sold him a pump for the throttle body injector system rather than the Sequential injection. The TBI system only needed 13 psi and the SFI required 45 minimum.
