Well, I can tell you from experience, just because he wrote you up, doesn't mean he necessarily wanted to. When I was a cop, we got told several times that we had no choice in enforcing one thing or another. Generally it'* because

a. A know "bad element" is know to be violating that particular law

or

b. Someone way high up in the chain has a specific grudge against that particular violation.

For instance, when I was in Texas, they suddenly decided that Rebel flags were racist, and that we should stop and write up anyone displaying that particular emblem. It was revoked rather quickly, though. For some of us, that is a part of our heritage, so that particular "law" was deem discrimintory. But for a few months, we had no choice but to stop and write up anyone with the flag on thier vehicle. I forget what kind of title thay had for the charge.

Moral of the story, you can't assume it'* the person. Sometimes, it'* just the job...

From what the cop told me, they generally give tickets/warnings to "flagarent" vehicles. In other words the ones that attract too much attention. In example if you have a fully stickered ricer with a fart can, and the cop pulls you over, he can give you a ticket for several things, neons being only one of them.

the police are kinda .... in my area. they would pull you over for undercars, in-cars, tinted liscense covers, blue headlights, flashers on the valve stems, clear lenses, window pissers(washer fluid lights), and TINT, rather than a bank robber, a murderer, or anyone that is actually not obeying the law.
