I too have this problem outside tip as well as inside. when I bought the car I bought a extended warrenty and plan on having mine fixed.

Had the hood bubbles fixed this week. When I took her in for a oil change last week I asked about the hood.They asked me how many miles and what year
34,000 and a 2000. they said it past the warrenty but I kept at them.
then the body shop manager asked the same questions but mentioned that Pontiac extended the coverage on this problem. results the hood looks great at the cost of $0
......no more hood herpes.......

I have the same problem on my SSEi, along with the infamous trunk leak! It has progressively gotten worse but it was out of warranty and had a small bubble on the hood nose when I got it.
