You can program it yourself. It'* the remotes that have to be done with a tech II. Of course others have a Tech II besides the dealer.

This Bonneville user posted the method. He says it'* in the owners manual.

No, this won't work. If you look at the previous posts, you'll notice that he lost his ONLY key. In order to do this without a Tech II, you need at least one master (black head) key. If you have no key at all, or a valet key (gray head), you need a Tech II.
