headlamp question

o.k the twilight is not used on my car, does that have to do with the headlights being able to be overidden by the parking lights when the cars out of P? I no it makes no difference in the daylight, I wonder why I can drive with the parking lamps only at night but not at day?
and why do the low beams stay on when the high beams are on? do all GM sedans (PA,Le Sabre, Impala ect) have the same feature if not why do ours do this?
NOTE our owners manual doesn't really give any insight on why they operate like this.
