emergency brake pedal problem

The wife has been telling me that every now and then when she tries to set the e-brake the pedal won't budge. She said on the second attempt she'* able to set it just by taking her foot off the pedal and trying again. I tied to simulate it a few times before with no luck until today. I just experienced it when I got to work. I pushed down on the pedal and it didn't want to move so I pushed a little harder and it popped and then went down but didn't set. It returned all the way back up like as if I had pushed it to release it. I pushed on it again and it set fine :?
Anybody else notice or have this problem? Any clue as to what I need to check?

Perhaps the pedal is not releasing fully from the previous set? I have to occasionally lift mine with my foot to have it fully release. The cable loosens, and the light goes off, but the pedal doesn't quite come up all the way. I've never tried to see what would happen if I tried to apply it again.

Didn't think about that. It did it again when I stopped at 7/11 on the way home from work. I checked it again when I got home but it was fine. I'll keep an eye on it an see if it is always fully releasing. Thanks
