Default emergency brake problem

hey guys I have a 2001 se and I just replaced my rear brakes. Well the other day when I was parked on a hill I tried applying my emergency brake and it didn't work. I have also noticed an intermitent rubbing noise as if I need new pads again already but I know that can't be true. How do I fix it guys? Thanks in advance

check your e brake cable both of mine were seized it'* the same cable for both sides
