Default Emergency Brake

Sometimes the pedal for the E brake will not depress. It will only move a little bit then it feels like it hits something and won't move any farther down. Then other times it will depress fully with no problem. Does anyone have any idea what is going on, and how to fix it?

Mine does this too. I pulled the assembly out (down at the kick panel) when I repaired my sunroof drain, but didn't see anything wrong. What I have learned so far is if I kick up on the pedal with my toes everytime I release the E-brake I don't have a problem with it. My guess is sometimes it doesn't come all the way up when it is released.
