E-brake - found problem, need solution

Default E-brake - found problem, need solution

OK, so my e-brake pedal has been stuck ever since I got the car back in October.

Earlier today I found out the problem... the pedal is blocked by part of the (I'm guessing) housing where the e-brake cable connects to the pedal mechanism itself. (I can take a pic later on so you can see what I'm talking about)

My question is... how do I readjust this so that my pedal can move?

Here'* the pic... hopefully you can see what I'm talking about. The part in question is right in the middle, and you can see the metal part right behind it that blocks it from moving any farther than it does.
