I have done this:

"If you look under the seat you will find the heated seat module, there are two connectors going to it, the smaller one is for the seat elements, remove this and measure the resistance of the heater elements with an ohm meter, it should read between 5 and 10 ohms, if reads '0' then its a short ( and the fuse will be blown) or if reads infinity its an open (failed element)."


and the my meter reads nothing but all the fuses are good.. What else might it be?

There is a pretty good thread on replacing seat elements if you do a search I think.
