Clean it up the best you can, and use a rust converter product. Then prime, paint, and patch it in some manner. Adding sandwich plates inside and outside with a VERY strong adhesive between, then riveting may buy you quite a bit of time. The more structural you make it, the better. Just make sure you clean it VERY well and convert the rust.
