Default Tranny question for the experts...

Hello all! I'm a newbie to the site and a veteran Bonneville owner

Its going in the shop tomorrow to get the dashboard cluster replaced b/c the 3 gauges on the right go nuts all the time. While its there i wanted them to take a look at the tranny but i wanted to get an honest opinion from any tranny experts out there first...
My tranny is shifting hard from first to second, cold or hot, during a slow start. 2nd to 3rd is less noticeable but still does it too. Then when cruising at 70 mph, barely touch the gas pedal and it downshifts and RPMs shoot up to 3500. If i just let up a very little bit, it upshifts downshifts upshifts downshifts, well you get the idea. :( Other then that, its running fine. )
I was wondering if this could be the TSB on the valve body replacement? Any ideas would be greatly appreciated!!

mine shifts hard from 1st to 2nd
it'* been doing it since i got it rebuilt
