Default TPS Readings..

I've been going sensor happy lately.. I've had my friends multimeter and I'm testing everything I can while I got it. I was testing my TPS today and with Key On Engine Off I got .4 Volts with the throttle plate closed, and I only got 4.02 Volts with the throttle fully applied.. Correct me if I'm wrong, but shouldn't it be 4.7??

You would want that up a bit to say even 4.5. Hows does the throttle cable and clamps look?
