ok I'm going to bypass the vat but here'* my question. The manual said he used 1/2 watt resistors to equal the value of the key. My key vat # is 15 which equals to 11.801. I'm went to radio shack and i can only find 1/2 watt resistors for 10k and 1k...so my question is can I use another 1k ohm or a 680 ohm resistor instead

this is the range chart
nom/ low/ high
1 402 386 438
2 523 502 564
3 681 654 728
4 887 852 942
5 1130 1085 1195
6 1470 1411 1549
7 1870 1795 1965
8 2370 2275 2485
9 3010 2890 3150
10 3740 3590 3910
11 4750 4560 4960
12 6040 5798 6302
13 7500 7200 7820
14 9530 9149 9931
15 11800 11328 12292

so 10 and 2 1k'* in series(hooked end to end) is in the range if they dont have a 12k

unfortunately resistors have a range typically 5% so if the 2.2 you buy is at the top of the acceptable range your out of the range for the car. so a 10 and 2 1k'* would be better. if you have a meter i would take a measurement when your done to be sure.

Yes taillights are new.I just found out last night. I'm checking the battery connections now and i'm not sure what ground to check. The clips from both taillights are grounded and i checked the connection underneath the plastic part in the trunk and it'* connected and grounded as well.

do you have auto lights? if not i would take the switch apart and make sure you have the running light/tail output when you turn it on

i think your vats issue is separate, this is a good site to figure out what going on
