Default Security light and no crank

Just tried starting my 99 Bonneville SE and have no crank at all. I have tested battery and cleaned connections to no luck. As next step I have cleaned the key and contacts, even pruchased another key (needed an spare anyway), but am still not getting the car to do anything. There is no crank at all.

I have read a fair amount on VATS issues through the search but am having trouble with one thing. The majority of posts mention that the Security light stays on. When I try starting the security light flashes and does not remain consistently on. Is there a difference in meaning between a Security light that remains constantly on versus a flashing one? (As a side this is the first time I have seen any issues with the Security light. Usually stays on for 5 seconds after starting and goes out). If the problem is VATS related is the easiest/cheapest fix going to be bypassing VATS?

The "security" light is supposed to remain illuminated for 5 seconds if the system is operating correctly. If your security light flashes once per second and the engine does not start, it is an indication that the VATS system module has sensed an open, a short, or invalid input from the resistor pellet in the key. The FSM also says that this could be caused by a malfunctioning power or ground circuit.

Any aftermarket electronic equipment installed recently?

Do you here a clicking sound when the key is turned?

I believe the VATS bypass is the easiest and cheapest solution if the VATS module has gone bad on you. I believe Bob Dillon solved his problem that way...there is a thread where he solved his problem.

Easiest thing to do it bypass it. If you need to do that, then I'll type out the procedure for it. I had to do it back in July.

No aftermarket euipment and only click sounds to be coming from glove box/under dash. If you have the procedure to bypass it would be greatly appreciated. Thanks.
