Default loose ebrake cable

I ran over a pot hole recently that was covered with rain water and notice not too long after that my rear passenger tire was starting to make a squealing noise. After some research on possible problems. I decided to check and see if my ebrake was working and low and behold it doesn't brake. Can ne one tell how to reconnect the cable back to my rear tire? i have a 94 se
