Evaporation emmision control system vent contrl malfunction?

My car still is running ok, but I can't figure out what this means. I have a code for it, P-0446. I am trying to figure out what I need to do, without paying GM a crap load of money just to look at it! Does anyone know what this is? Or has anyone seen this before?
Also I was wondering how bad it would screw with the suspension, if I took off the front and rear sway bars to paint? Gotta get ready for bonneville Fest!!!! 
Also check out east meets forum if anyone wants to meet up before bonneville fest! Springfield, IL isn't so bad, and if not I'm willn' to take a road trip! I would like to at least know a few people , before I drive up there without a clue! Later!

or maybe the EVAP vent valve itself is faulty. (stuck in the shut positoin)

Look under the car in the vicinity of the fuel tank. The evap canister & associated hoses along with the vent valve should all be in close proximity. Need a 96-99 Gearhead to give specific locations, it might even be in the left wheel ext. area on 96-99. Please add your Bonne'* year, trim level etc. to your signature. I'm assuming you have a 97.
