Default Decreaing throttle power

Short story: My sister might be driving the '98 for awhile in about a month unless my dad can find a cheap Bonne to buy her. Is there a way that I can make it so that if she puts the pedal to the floor it will only give it 50% power or so?

Not really. You can put a block under the pedal, But there might be a time when she needs to get out of the way of something. It'* safer to just tell her the car is powerful and to respect it.
