Default climate control question

When I first turn on the A/C the air comes out of the lower vents where the heater usually blows. After a minute or two it starts to blow out of the dash vents. The entire time the readout shows the dash vents as the ones being active. After the dash vents start to blow cold air you can still feel the cold coming from the lower vents but very little. I'm thinking that this has to do with the vacuum connector in the dash? I can't find the thread that discusses the problem. Thanks in advance guys.

Mine started out like that about a year ago and it just slowly got worse. Now sometimes it won't even come out of the vents just the top and bottom. I've traced my vacuum lines but didn't really see anything wrong. Yeah, I haven't seen any other threads out there either but someone out there has to know something.
