so do i ... transformers are making me jealous... why cant my car fix it self...
well i ordered myself a actron cp9110 with the gm cartridge and obd II connector..
hopefully this wil tell me more then pepboys snapon code reader..

Changing a fuel pump relay is a silly waste of money.
Testing can be done for power going to the fuel pump with the connector behind the battery during prime.
Checking fuel pressure at the fuel rail is the single best way to know if you have fuel pressure available and if it'* enough to start the car. Minimum you need to fire is around 25-30psi.
The ICM is probably not the issue either, and unfortunately they aren't $40 unless you go used.
My suggestion would be to check the ground buss as we've seen that cause this type of issue. Also start wondering about the PCM. Afterall..it'* a 95 and one of the flukeyest pcm'* ever made.

would the actron cp9110 tell me if my pcm is bad..? thanks. where exactly ois my pcm on my 95.? and what other years pcm will work on my 95 se.... thanks

A scanner won't "tell you", it may give you hints.
For example..Maymybonneliveforever had a bad pcm. It allowed the car to run and drive. However it never showed the car as up to temp and was bascially dumping fuel down the intake. It ran poorly and acted crazy.
Changing the pcm was a "try" at seeing what was happening and it magically worked great the minute the pcm was swapped. It'* tough to determine if the pcm is bad w/o ruling out almost everything else..... which is about where you are.
PCM is under the passenger side kick panel (under dash), a big silver box laying in a bracket on the firewall.
