Both Suspension setting lights are off

On my 1997 SSEi, both the suspension, touring and performance (or whatever the two settings are called) setting lights are always off. I searched and found some info that when they are both on it'* generally due parts of the suspension being replaced with non-factory parts that don't support it. But I couldn't find out anything about them both being off all the time. My traction control switch, and shift modes work, which I assume are both completely independent of the suspension settings. So anyone know what it is? Something wrong with the computer that controls them possibly?

What kind of difference do the two modes make anyway? Does the car drop/raise?
