Had to go back to the first post, I think he means turning off HVAC (probably when moving) heat still vents out at the floor just from force of outside air.
That'* exactly the problem. I'll have to check by turning down the temp and see if that changes it. But if I recall, my other car didn't continue to blow any air out of the footwell when you shut the heat off. It was like a door closed, stopping the airflow. I'll also have to unplug the blower motor to see if that stops it. It'* going in the shop for UIM and LIM gaskets this weekend too.

Not these cars. You ALWAYS get some, although it is a small amount, airflow thorugh the front vents. A couple of summers ago, I had my airmix actuator fail and the system would only blow hot (max hot) air most of the time. Until I got it fixed, I would turn the system off and open the windows, but my feet would still get the full heat. Not a fun way to spend an Arizona summer.

That must be it, then- the airmix actuator. I'll ask where it is once I remove my dash...

You don't have to remove the dash to do the air mix actuator.
Here is where it sits: (thanks, randman)

Here is a thread that discusses how to change it without removing the dash: (thanks, rmac)

Wait a minute, I was just relaying my situation and that even with the system "OFF", that air would blow thorugh the floor vents at all times. In my case, my airmix actuator was broken, so I had heated air blowing at my feet, even with the system "OFF".

Before you replace the actuator, let'* step back a second, here to answer one very important question: When you do have the system operating, do you get cold air at all, from any vents? If so, then the airmix actuator is propably not broken. The airmix actuator has nothing to do with whether you get air out of the floor vents with the system "OFF". It controls the door that "mixes/blends" hot and cold air to the temperature selected/needed. Again, if you get cold air out of the other vents when the system is "ON", leave the temperature set to that same cold setting, turn the system "OFF" and see if hot air still blows out the floor vents.
