Default 95' SE, rev limiter?

Does the 95' SE have a rev limiter built in? Prior to other problem I posted earlier, I noticed the car would not rev past 3500rmp in neutral. Is this normal? Or is this another part of my previously posted problem? 95'SE Starts,dies,starts,dies... Check other posting for latest progress.

That is the rev limiter. It'* there because revving the motor in park or neutral (free-revving) is about the worst thing you can possibly do to your motor.

Thanks, I thought that was the case. I dont normally rev the engine in nuetral. Just checking the high idle. lol. Thanks again.
