Default 92' Bonne clogged cabin air?

My '92 Bonne does not circulate cabin air well. I believe the ac evaporator is clogged with debris. It was rotted there on the firewall. I cleaned it out as best as I could and fixed the hole with Bondo. I made sure the ac drain was working (I think a clogged drain had caused the rot).

Does anyone know how to access this for cleaning? My books are not very clear. I cannot tell if the access is from the engine compartment or under the dash. I cannot tell if I will have to discharge the ac to get at it.

Anyone'* experience here would be helpful. Thanks.
