Default 1997 SE Courtesy Light issue

Interior lights stay on at all times, unless the fuse is pulled.. I'm not sure where to start on this one, any ideas on the most common issue for this?

The switch only controls the lights when the door is locked and the handle is pulled. Otherwise, you will never know it'* unhooked.
