im trying to tighten the harmonic balancer with a torque wrench and the balancer moves, i need an inexpencive way to hold it while it gets tightened

Look under the driver side of the engine. There is a plastic cover on the bottom. Remove it and you'll be looking at the flywheel. With the right screwdriver, you can jam the flywheel with the driver in the flywheel teeth.
