How do you tell a regular from H.O VIN C LN3?

Ok, the harmonic balancer is making so much noise I'm going insane here.
I was about to order one when they asked if it was a H.O. or regular 1989 3800. :? :?: Ok, like, wtf?!?!? I never knew there was a difference.
Anyhow, so how does one go about finding the difference? I need to know asap.

AFAIK (never had a 3) Vin 3 has a single ring for the crank sensor, Vin C has dual rings. 3 is rated at 150 hp and C at 165. I *think* the rocker covers are different (bolts in center rather than on sides) also. Can someone confirm ?
ps GM part number for C is 88959267
I am looking into someone who can rebuild balancers (replace the rubber) with lifetime (whose I am not sure) silicone centers for $95 plus postage. Would anyone be interested ? (I just do not like Chinese parts). He has been doing it for Corvairs for some time.

I don't think I'm up for spending $100+ for a new pulley since I can get a new GM unit on ebay for $55. Not to mention this car will be retired in the next couple weeks as I will be driving the SSEi soon and with my new job I don't have time for the problems this car seems to be developing (just broke the left rear end-link bolt mount from the strut).

Nope -some rat bastard sold the car during the weekend that he had told me to wait through until he got the lien card issue straightened out.

I am really pissed.
Words don't even come close to telling what I want to do to him. Well, not quite, but what I want to say to him. I was pissed and I told him so and I just plain hung up on him after I got done telling him what I thought of how he dealed with me.
Anyhow, I have my eyes peeled right now since my brother bought the purple 1997 SSEi right out of under my nose (he didn't know I had just looked at it 2 hrs before he bought it, and I was going to the bank to take out a $1500 loan to cover the difference between what I had and the price we'd agreed on if I came back with the money).
So now I've got a line on a 1995 SLE with 120k one-owner miles for $2400, but I really want a 1996+ SSEi. I would really consider the SLE, but it'* cosmetically beat on the inside -water damaged leather, broken glove box latch, broken door woofer cover(*), missing lense for door lights, some scratches on the hood (small, but deep enough that a buff and wet sand won't fix). Starting price was $3300, but I kinda hummed-n-hawwed a little, but without making them think I was really going to buy -just enough to make me get interested since I went and looked at another somewhat identical car, but with 81k for $3500/bo, which I will be looking at tomorrow.
I am really hoping to have a new (to me) car by this weekend because the Lesabre is falling apart at the seams and the 1990 SSE is for sale and I don't want to risk anything getting damaged/broken, and I really need something to use on my new job which I start July 18th, and will require a bit of driving ....ND, SD, WI, IA, and all over MN during the spring/summer/fall, and southwestern states during January/February so I need something fairly reliable.
