I know here in Washington state that you cannot have any red or blue lights visible to oncoming traffic (on front of vehicle), while the vehicle is in motion or under operation while on a public street. If the vehicle is parked and unoccupied, then there is no issue. Check you state laws.....it'* a $127.00 fine here.

the color of the bulb is the same like the one you showed compared to the regular bulb that was originally installed in the fog light, no there is no ballast
The only different i see is the color of the light when the bulbs are on, the regular bulb had a tint of yellow like any other cheap bulb, but the xenon bulb looks similar to the original one but the the light is crystal clear.

thats a huge PITA that the police go around ripping out and breaking stuff
in ohio underbody lights are fine but have to be solid and aimed at the ground (what idiot aims his anywhere but the ground), the only stuff that can flash is turn signals if you are on the road, they don't get too picky about tint unless its reflective, they aren't too bad about exhaust either, at least where i live
from my sig you can see all the illegal things lol, but i've never been stopped once even with all the stuff on and music blasting

i hate to say it but you were had, those bulbs have a blue coating to give it a bluish tint, all it does is kill the light output and eventually they coating makes the light start to appear green
a friend of mine did those cus they make them sound cool and cheap too, its just a cheap standard bulb
xenon bulbs are a lot different, also called HID (High Intensity Discharge) because the bulb has a sealed bubble of xenon gas and some other material to make the different colors and the balast puts out about 27,000 volts to ignite the gas and then less to keep it ignited

o well as long as they work i dont really care what kind of bulbs they are. On the kite it said Xenon Angel Fog Light kit.
