The parts places have a rust killer type product that should do the trick in those scratches. Maybe put a little touch up paint over as well.

Dude, that sucks SO hard. Seriously man, you're in for a complete paint job to fix that. I hope the school covers it for you. I really do. I'm really feeling for you, but I'm an engineer, and I always self-describe myself as "the guy they call after everything has gone to H***, to pick up the pieces and make things right again". That said, here'* the thoughts that immediately came to mind:
(1) Get it fixed. I would be so pissed. The one thing you can do after vandalism is to show vandals that things can be put right. Heck, make it better than it was. And get the school to pay for it. That would make it hurt a lot less.
(2) I want to use your misfortune as an opportunity to tell everyone to make sure you have appropriate levels of insurance. Our old 88 Grand Prix was not worth covering for collision. The cost of collision insurance over two or three years, for a car getting on in its age, is often more than the value of the car to an assessor. I've noticed the bluebook value of my car has plummeted in the last couple years. Even so, ask your insurance broker about *Comprehensive* coverage. Comprehensive is not collision insurance, but it will cover things like THEFT of your car, Vandalism to your car, and theft of things stolen from your car. When I learned that without comprehensive, if my car was stolen I'd be *.O.L. and the car would simply be GONE, I learned about comprehensive. It'* much less than collision, and a good idea if you'd be put into a financial hardship if your car were stolen or vandalized.
My Dad always used to tell me: "When you don't need it, any amount of insurance is too much. When you do need it, any amount of insurance is not enough." You need to find the happy medium. Right now my car has full coverage including collision and comprehensive and liability. But last year I whacked the right front fender into a concrete column at the parking garage at work, causing around $1800 in damages. Kelly Blue Book lists my car value as $2950 trade in, $4420 private party, and $5985 retail. In another year or two, it isn't going to be cost effective to cover for collision. But I'll definitely carry comprehensive.
So for everybody, check out your insurance coverage, and make sure you carry a sensible amount of coverage. For something like this vandalism, it would definitely fall under comprehensive. Insurance exists to make these painful moments in life less painful. I really feel for you, but want to do what I can to spread the word and hopefully save someone the heartache of having your prized posession vandalized. And also, take a deep breath and be thankful it wasn't something worse, like a wreck with injuries. As long as you have your health, you can move on. I really admire your car, and I hope you get it covered by the school and get it repaired.

WOW, thats shitty.
Go to you're local outfitter store and buy a deer stand camera and install it in you're car. Any movement near you're car will result in the camera taking a picture. People tell me that I am insane and paranoid if I do that. But seeing this insures that I will.
