Problems with my Chevrolet S10...please help!

Never worked on an s10, but it sounds like there's a voltage issue. What year is the truck? Could there be a bad ground somewhere? It's a 96. That's what I was thinking also. That's gonna be a pain to track, if it is the case. :? . . .
