They, unfortunately, have to enforce the law to account for the lowest common denominator (aka, biggest idiot in the bunch).

That law is probably based on 2 factor, CA emmissions standards, and the proportionate number of how many car "modifiers" are just total idiots (based I'm sure on statistics from arrests and accidents)

Think about it, not everyone is as responsible with a souped up or modified engine as we generally are. They get a couple of extra horses under the hood, they think they are Richard Petty. They don't take into account that they learned to drive in a video game, and they end up killing themselves, or worse, innocent bystanders.

Unfortunately, most laws are based on the "lowest common denominator" theory. So, those of us who know to keep it on the track (or other safe place) sometimes have to suffer to protect the dumasses from themselves.....

EDIT* MOS posted the above while I was writing this one*

Ahh, cut the police some slack. As far as his modding being illeagal you have to remember that Cali has stricter emmision standards some of us might not be used to. I think the real crap should be dealt out to the illeagal street racers that force the police to take these measures. You have to remember that alot of these racers are involved in other things like drug running/dealing.
By cracking down on street racers they hope to make things safer for the rest of us.True, this can make it hard for people who might just run there cars at tracks. But the police are just trying to to their jobs, and if we're not doing anything wrong then we have nothing to worry about.
