Say an engine builder had all the parts he needed for the most part, besides bearings and piston rings, how much would it cost? With/without needed to bore it out...

Metal in oil.

Rebuild is going to cost labor rate.. what is the rate and how many hours does that particular builder need? This will depend on their level of experience with the motor.
