2002 PCM relearn won't stop flashing security

I tried taking it to the dealer first...they are clueless, even after showing them the exact menus they need to use (taken from a saturn forum..)
I may have a different version of removable than most, I'm an EE with a fair amount of SMT experience, the package is a PSOP44, a difficult but not impossible package to remove if I have to.
Surrounding the EEPROM is a series of pads, presumably for their contract manufacturer to program the EEPROM in the manufacturing process, I'm tying into these in order to try to read/write to it::

Heh, good question.
I'm diving deep on this one, I got an arduino board and built an eeprom programmer, tested it on a similar chip (W49F010 for now) and my main functions in the arduino work well, I just have to make the corresponding homemade Java app to upload the file..
I tried using the willem programmer that I have, but it is really hokey and seems poorly supported these days. I'm sure there are commercial options out there for reading/writing to this chip, but I'm not willing to put that kind of money into it.
I'll probably put the whole project on sourceforge when I'm done, so other folks could build something similar.
