Default my 97 grand am is shiftless

Hello
My 97 grand am starts going in drive but the tranny won't shift into next gears until I reach 3000 rpm.I was told to replace the transaxle vacuum modulator which I did but that didn't solve the problem. Can anyone please help?

Have you had the car scanned for codes? Some of the transmission codes wont trip a light. Have you checked your fluid level? How about the color of the fluid? How many miles on the trans and when was the filter last changed?
