Default found a stripped governor gear

im in the tear down stage of my th400 rebuild. the problem i had was it felt like in second and third it was slipping. first and reverse felt fine. i found the governor gear stripped out. could this be the only issue? i thought it had mostly to do with shifting? this trans has been rebuilt previously by a racing shop and they put the manual/auto type valve body and most of the time i shift it manually anyway

i went with the atsg manual and it seems lacking on the trouble shooting specs and inspection. its more of a cook book do this-do this-do this, etc.
