If you end up keeping it. A loose FPR is bad and probably causing a problem. I'd be hopping right to fixing that and the oil pan. Thinking more.. you moved the fuel rail and maybe in the process the FPR was loose and now is very loose and causing problems.

EDIT, last night, I found a broken spark plug (the side electrode has about 1/8" missing), and I think it has been gone for a LONG time.

There are cheaper scantools than Seriesoneperformance. And I don't know if he'* even in business any more.
Go to eBay for your scantool.
That plug died from detonation. Old will erode the gap to well over .1" before it'* gone. Knock/detonation blows it away like that.

The FPR vacuum connection my hold vaccum. But.. is it inserted into the rail and secure? You made it sound "loose" if so..the vacuum test isn't admissable evidence.
