Default 400 wont start

has a 400 6.6l big block.
its time to #1 at tdc on compression stroke.
all cylinders pull about 125lbs of compression on guage.
new points set and new condenser.
fuel pump works. fuel squirts out of the carb when its cranking and i think its flooding it out but i could be wrong. starting fluid or not all i can get is a few kicks out of it.

Verify you are getting a spark. Starting fluid can still kick even with out a spark.
