he means that the fuel shutoff is kinda sudden and violent.

when you hit 108 and keep the Peddle down it should stop accl and slow down like 10mph or something

Your speedo may show about 110, but there'* a little leeway there. I can gaurantee you that the limiter on your car is 108.

Even if you weren't limited, you'd be horsepower limited to around 130 or so.

Mine is a similar setup, although my limiter is slightly higher than 108 I think, I think its more in the 110-112 range, I try to watch the road at those speeds instead of the speedo.

But hitting the limiter is a pretty violent experience, with mine it almost scares you, the fuel gets cut off and the revs fall back until they reach near idle speed before the engine will kick back in again. You can keep your foot nailed to the floor but the engine wont spring back to life until they fall to a certain point.

that wasnt the question...

and NO , it doesnt depend.

IT IS 4 GEARS - 4TH IS OVERDRIVE, and you cant just "make it run in 4th without lockup" that would be a sign or a mechanical failure
