You won't find anything in that range PC based. You're looking at a minimum of $400.

I just spoke with this company. $678 investment gets you full OBD1 with recording and everything. Add the full GM package and it goes to $1400, but you get the holy grail of ABS/TCC, and SIR codes.

I'm going to buy the 678 version at some point so I can record all the data in the world off the car. Can't tune OBD1'* with this unfortunately, but what the hell. I'll be able to read OBD2s as well so I'm future proofed.
