You believe wrong Grasshopper. It is super stuff. Not sticky at all. Has a backing you peel and still not sticky. Once it touches itself and especially if stretched it bonds to itself for a waterproof seal. Electrical tape is far from waterproof.
Is there a name to this magical product and a store that carries it?

All done. Hardest part was waiting for the soldering iron to heat up. It was so simple, and I don't even know what I'm doing! I got everything all set and I double checked everything so that I can build a box soon. But in the meantime:

What is a good way to plug the old sensor hole in the pipe?
