Should be in the 20hp range or so, assuming you can support the flow (PEM'* or headers would be great with these to really get things moving).

IIRC 1.8 rockers are better for the N/A 3800'*....

yea but bill it says 1.9'* and a cam, hmm too much lift? Can you clarify this speedster? As for numbers i would say about 15-20 hp, and agreeing with willwren about having to be able to flow to acheive those numbers.
